One arrived incomplete

I've ordered 3 such items. All 3 arrived but 1 of them has dead 18650 accumulator. Plus contact is little rusted. On charger it immediately shows full charge but it is empty. It was not charged after 8 hours. Others 2 items have good accumulators.
